It could have gone the other way. The teacher could have said...
"You know what would be a shame... if your kid failed my class. You know what would ALSO be a shame? If these features didn't make it into ESO"

Yes, it's tax dollars at work. But many school districts appropriate technology funds under a 'use it or lose it' stipulation. A school can't just hold onto the money or even shop around for more competitive prices. You crack out the one catalog from the one supplier and place the order.
Even if that technology will be functionally obsolete the next year or be substantially cheaper.
It's not illegal appropriation. There's just no transparency and very little stakeholder input.
And then schools wonder how a former employee can steal $100k in equipment without ever raising flags...
