Beyond the weirdness factor, we were "dismissed" by our kid's elementary schools so I left before him. And I wanted to get home in time to not miss my guild's entire PvP event.

Basically, if you don't use that money, you lose access to it.
So it's not really about wisdom. It's about a very short-term appropriation of 'free' funds.

It wasn't free money. It was a foolish decision by our Superintendent to spend A LOT of the school district's money to equip every kid with a VERY EXPENSIVE laptop. And then, to make the parents potentially financially responsible for them if they get broken.

In some ways I'd be disappointed if my son doesn't try to hack into the machine to play games.

I HATE this kind of thinking. When I was in the military, every September there was always this push to use up any money left over. It was the same thinking, we have to use or lose it. So some knuckle head butter bar would by garbage like grills and hotdog warmers, then all this stuff would just sit in a warehouse. Always being told, "hey it's free money" well no, it's not free money it's tax payers money. Money from your parents, neighbors and old people who can't afford this kind of waste. I once had to clean out an old building that was being turned over to our squadron and it was full of lawnmovers, portable generators, televisions, recliners, tables all new in box, the place looked like an overflow warehouse for Walmart. I called the cops thinking I found some sort fraud waste and abuse scam. Turns out, it was were the cops put all the stuff they bought with end of year money. There must of been $100K plus of just stuff.

Sorry about the rambling and ranting, you just have no idea how much I hate the 'spend it or lose it" 'free' funds lie.

Although i'm sure there are a few other Devs now sat there saying "What? we get to leave and go home before dark????" ;)

Wandering after this train of thought: a lot of government agencies are put in this situation because if they come in under budget, their future budget will automatically get marked down to what they actually spent. In most cases, they're not buying things because they think, "hey, free money," they're in the situation of saying, "hey, if we don't spend this, we'll lose this from our future operating budget, for each year."

Been there done that. It's a myth. You update your budget correctly and if there is a shortfall, you request an update and get it filled. This end of year spending can't even be spent on mission needed items. It has to spent on stuff like tables, chairs, television and other stuff, not tools and equipment.
