Terrible FPS on a decent system...

Turbatus
Turbatus
So, I am getting FPS fluctuation from 73 to 33... I've unlocked all my cores, but they still aren't getting used much... My gpu gets 33-40% usage, and CPU gets as high as 12-16%... That's with the 64 bit launcher. I get 60s-20s with the 32bit... I can't for the life of me get it to be a consistent FPS, and no other game gives me these troubles, even skyrim with 450+ mods I hold 60FPS. Vsync is off also.

Any suggestions? I don't have anything running in the background that uses much of anything.

    Nothing mentioned about gpu drivers.
It was a known issue of choking and poor performance on high-end machines.
Try older version (eg series 353), if you use the latest from Nvidia.

If that's not the case I have no other clue.

364.51 is the one I'm using, and have been hesitant to download a newer one after hearing so much about the new ones bricking cards and such...

Also, if it helps, I get the same FPS in 4k DSR as I do in 1080p... But it uses more of the GPU...

One thing to remember, it is an online game. So, anyone else latched onto your router that is say, Streaming HD from Netflix, can impact your performance. It all depends on the router and your ISP with how much of an impact this will be.

Also, frame rates fluctuating from 33 to whatever is kind of normal. The number of NPCs and other players and what they are doing can have an impact on this. its when they drop to 10 or 15 that things get really wonky.

Long story short, unless your getting a slide show, don't worry overmuch about the FPS rates your seeing.

The fps depends on the zone-location aswell.
If you're in Cyrodiil, AVA battles, you can have 15-40 fps.
If you're in Wrothgar, you can have 60-100 fps.

Though my suggestion is to set the view distance to 50.
    It can improve performance.
Some videos I recorded for fun: Main character:

So my latency/connection impact my FPS?

My FPS can be 60 in one spot, then if I just turn in a full circle, staring the same direction, it could be 40.

I will try setting view distance to 50, though wouldn't that put me at a disadvantage? Not being able to see those who can see me if they have theirs at 100?

In the example you mentioned, if your looking in the direction of a bunch of NPCs or players, then yes, frame rates can fluctuate.

As for the view distance, no gap closer can jump a view distance of 50, so no worries there. You could probably even set it to 20 or less and still have more range of view than any gap closer. And, view distance can have an impact on performance, because if you can see it, there is a script running on it.

Don't worry your not the first person who has wondered why their uber pile of parts* is getting fluctuating frame rates. In time, you will learn to turn off your FPS display or just not worry about it.

*I have an uber pile of parts too, and I see the fluctuations when I have the FPS counter up. However, outside of battle royale boss fights in Wrothgar, I don't see evidence of this when playing the game. Or course, PvP has some lag and that is a work in progress on that front.

I've been having this issue since last weeks update. I'm running with a 680ti with 17 fps. Norm is about 40-60. One temporary solution I've found is switching back and forth between fullscreen and windowed fullscreen.

I've not witnessed nor validated an actual "bricking" of a card directly related to a driver set. With that said, nVidia seems to be struggling a bit in the last two months with their drivers. Try using the 361.75 driver - it's a rollback to January, and is very stable on my platform which is identical to yours (save for more memory and an extra 980 ti). Actually, any of the 361.XX series of drivers are extremely stable, but will offer less efficiency for partnered AAA titles released after the driver date.

Connection bandwidth and system resource usage are two very different things. High latency does not affect frame rates - Latency is a measure of delay in network traffic only, and having a high latency due to low available bandwidth will not cause FPS drops. On the other side of the coin - poor system performance can affect network usage. However, this is not what he is talking about. His GPU and CPU are not even being fully utilized when playing the game, yet his frame rates are low. The software is not correctly allocating available system resources, which is most often an issue with the drivers.
    I'm running with a 680ti with 17 fps.
Do you mean 780 Ti? There was no 680 Ti - only a 650 Ti and 660 Ti. There was a 690, which was the last dual-GPU card (aside from the Titan Z) to be released by nVidia. However, nVidia did not start using the X80 Ti model until the 700-series.

Alright, I'll give this a go, but it stopped going AS low as of recently, now it's going as low as the 40s, but instances are consistently 99FPS where it counts the most for me...

However, you seem pretty knowledgeable... So I offer another question

I can be in any zone with my own faction, cities and all, and fps aside, my ping is between 68-90... But as soon as I enter Cyrodiil and see players from an enemy faction (Doesn't do this with members of my own faction) it spikes to the thousands, and I DC, quite reliably... Then I have to log back in, if players are still there, I DC immediately again, rinse and repeat until players are gone... (I confess I have *insert derogatory word(s) of your choosing here* internet coming in at a massive .89Mbps down, and .63Mbps up, but it doesn't make sense that the number of players doesn't matter in cities, or when they are of my own alliance, but as soon as I see an enemy in the warzone, I DC)

    Thanks for your time!

It would most likely be due to the packets being sent from the servers containing the enemy player information (i.e. movement, spells use, active mitigation/damage, passive mitigation/damage, etc.). ZOS has most likely taken the approach that the heavy lifting for friendly and PVE environments - where there are fewer players to track - is performed on the client-side, but the heavy lifting for PVP - where there are many players requiring more precise data tracking - is done server-side and that information is distributed to the clients. This would result in much higher network activity.

This, of course, is an extremely simplified explanation of how this commonly used system works, but it gives you an idea of why you would see high bandwidth usage - resulting in increased latency when capped - in the PVP area. I would use your resource manager built into Windows to track your bandwidth usage when you dive into Cyrodiil. If your utilized bandwidth spikes when you see enemy players, and are subsequently disconnected, then you know it's an ISP connectivity issue.

    I hope this helps. Cheers.

I think I might know your problem

Your PC might come with 2 GPUs. One for the basic computery stuff like display (wich in my case was Intel Integrated graphics driver) and then the gaming GPU (wich is either Nvidia or Radeon, or somthing else).

Go into your graphics driver program (the one that is more powerful, it should be clear as it will have a fancier logo or somthing), open it up and set it so that ESO runs with that graphics driver, rather than the PC's default one.

    That should solve the problem

My FPS drops from about 40ish to 8 or 9 in PvE for no apparent reason. To restore my FPS to something playable I have to minimize the game (alt-tab) and then maximize it again. I have to do this about every 2 or 3 minutes or so.

I have a Windows 10 machine. My vsync is off. No one but me is using my router. Yadda yadda.
