So my latency/connection impact my FPS?
My FPS can be 60 in one spot, then if I just turn in a full circle, staring the same direction, it could be 40.
I will try setting view distance to 50, though wouldn't that put me at a disadvantage? Not being able to see those who can see me if they have theirs at 100?
So, I am getting FPS fluctuation from 73 to 33... I've unlocked all my cores, but they still aren't getting used much... My gpu gets 33-40% usage, and CPU gets as high as 12-16%... That's with the 64 bit launcher. I get 60s-20s with the 32bit... I can't for the life of me get it to be a consistent FPS, and no other game gives me these troubles, even skyrim with 450+ mods I hold 60FPS. Vsync is off also.
Any suggestions? I don't have anything running in the background that uses much of anything.

16GB 2800MHz RAM

I've not witnessed nor validated an actual "bricking" of a card directly related to a driver set. With that said, nVidia seems to be struggling a bit in the last two months with their drivers. Try using the 361.75 driver - it's a rollback to January, and is very stable on my platform which is identical to yours (save for more memory and an extra 980 ti). Actually, any of the 361.XX series of drivers are extremely stable, but will offer less efficiency for partnered AAA titles released after the driver date.364.51 is the one I'm using, and have been hesitant to download a newer one after hearing so much about the new ones bricking cards and such...
Connection bandwidth and system resource usage are two very different things. High latency does not affect frame rates - Latency is a measure of delay in network traffic only, and having a high latency due to low available bandwidth will not cause FPS drops. On the other side of the coin - poor system performance can affect network usage. However, this is not what he is talking about. His GPU and CPU are not even being fully utilized when playing the game, yet his frame rates are low. The software is not correctly allocating available system resources, which is most often an issue with the drivers.One thing to remember, it is an online game. So, anyone else latched onto your router that is say, Streaming HD from Netflix, can impact your performance. It all depends on the router and your ISP with how much of an impact this will be.
Do you mean 780 Ti? There was no 680 Ti - only a 650 Ti and 660 Ti. There was a 690, which was the last dual-GPU card (aside from the Titan Z) to be released by nVidia. Alright, I'll give this a go, but it stopped going AS low as of recently, now it's going as low as the 40s, but instances are consistently 99FPS where it counts the most for me...
However, you seem pretty knowledgeable... So I offer another question
I can be in any zone with my own faction, cities and all, and fps aside, my ping is between 68-90... But as soon as I enter Cyrodiil and see players from an enemy faction (Doesn't do this with members of my own faction) it spikes to the thousands, and I DC, quite reliably... Then I have to log back in, if players are still there, I DC immediately again, rinse and repeat until players are gone... (I confess I have *insert derogatory word(s) of your choosing here* internet coming in at a massive .89Mbps down, and .63Mbps up, but it doesn't make sense that the number of players doesn't matter in cities, or when they are of my own alliance, but as soon as I see an enemy in the warzone, I DC)
