No. To the second part. You will gain 2 points at level 5, plus 1 point for gaining a level. You will continue to gain points in that manner until level 50. At which point, you will be caught up to all the V16 characters.
Glad to hear this is the case. Any of the points that he has gone past will be immediately credited. He has not yet gotten all the points in the old system.
In the new system he is already past some of these upcoming "juicy and pointy levels". Therefore he will not benefit from them.
Naturally a completely new character will get everything.

So for VR1-10 the silver and gold zone NPC levels will differ but think of 10CP = 1 VR level.
Because we gain CP's so fast in the first 100, this is going to be all crazy wrong and confusing and ppl getting drilled but yeah. AND...CP's dont make you stronger, its possibly able to make you do more dmg, or more resistant, etc but until you get above 300+ you're not wise to spread em out cause if this is how it works. youll not be able to do content.
