More than half a year passed how I left the game due to annoying latency issues, has anything changed? I am in Europe, Baltic region.

Depends on the lag you talk about. If you had lag in pvp, only slightly better (for now, more changes coming), if you had lag in pve that was likely on your end and its up to you to know if its better
