In your patch notes you clearly state Velacious Curse etc... are not Damage Over Time abilities and therefore are not intended to receive a boost from thaumaturge.
If this is the case THEN THEY SHOULD PROC POWER SURGE'S HEAL GAIN
They have never procced Power Surge and you make no mention of this in the patch notes.
