No, it does not. Well, not the food you make in the game. Looted foods and drinks may scale in effect*, and only based on the level when you find them, but not crafted foods and drinks. Crown Store Foods and Drinks do scale, but they are much weaker than crafted. However the VR10 foods I have made still have their VR10 stats even when used on a VR15 character.
