They couldn't add nearly enough without directly contradicting the lore, if they were added as mounts
Plus, dragons are not simple animals that can just be tamed and mounted at will by anyone. They are highly intelligent and powerful. You have to use a shout called "bend will" in Skyrim to force them to accept being your mount for a short period of time. I actually think this is a bigger issue with adding Dragon Mounts than the fact that there are so little of them (and the ones alive are hidden).

How about this?
Zenimax can spawn one dragon in each of the faction capitols so each faction can "hop on". The dragon then takes flight, soars to about 10,000 feet, and then goes upside down and drops every rider to their plummeting doom
Also for the sake of them not contradicting lore it can be a Daedric Titan.

I would pay money to see that.
I wish they would sell a 3000 crown one with just the DB and wolf mount. That would cost me $25 on Xbox. I don't care about the pet and scrolls, I just want the wolf and dlc without having to buy the next tier crown pack.
