Bitterpoint Strand Boss Still Bugged Since 2014.....

There were forum complaints about this dating back to 2014 and apparently a Zenimax person said they were working on it back then...
Its still broken.
Chest is glowing red and you cant interact with it to summon the boss. I've tried every day now for a week.
Please fix it.
