If you mean the actual pre-order Explorer's Pack redeemed by putting in a code then it will be active on both NA and EU.
If it's the Adventurer's Pack which is sold in the crown store then it will only be on the server you purchased it on.
Crowns
Any crowns you buy (or get from a sub) will be available on both NA and EU. BUT if you spend them you'll only have the items on the server you purchased them on, and the crowns will be gone from both.
For example, say you buy a 5,500 crown pack. Log into NA and you'll see 5,500 crowns. Log into EU and you'll also see 5,500 crowns. Buy Orsinium for 3,000 crowns while on EU and it'll unlock it and you'll have 2,500 crowns left.
