Question about past expansions

I know this game isn't WoW lol, But in WoW, When a new expansion releases the past expansions are included in the base game. Is this the same case with ESO? I'm thinking about downloading it again after hearing all the positive reviews and THE REMOVAL OF VET RANKS FTWWW WHEN DB RELEASES!!!... Sorry..
