The Clockwork City was teased after Tamriel Unlimited was announced. Nothing is known of it other than the fact that it will contain a new zone in the south of Morrowind - Thornmarsh.

On topic:
Since the Dark Brotherhood is the last of the "planned" DLC, it really leaves the field wide-open for Zeni to introduce new content of most any sort.
Sotha Sil's Clockwork City has been rumored along with some others, and out of all of them I am excited for this possibility most. I have a deep, abiding love of the Dunmer, and more content revolving around the Three and their home cities will always be welcomed by me.
Murkmire would be nice to round out the Zone balance in the Pact. That would leave 2 Zones in Morrowind, 2 in Skyrim, and finally 2 Zones in Black Marsh.
Mephala's Web I'm kind of "Meh" about. While other planes of Oblivion are great, and I would definitely explore all of the darkest corners of it, it doesn't get that "rise" out of me that some of the other suggestions do.
But really, after the DB comes out, the future is wide open for whatever Zeni wants to do. More than anything, I'm excited for the possibility that they'll get to stretch their imaginations and take us to some cool new places.
As long as they aren't in the Daggerfall Covenant. There's been enough DLC in that Alliance for a bit. :P

Yep they were planned around the same time. Makes the lack of detail about what's after DB all the more confusing.
