I was on a break when they went down to three vet campaigns, so I missed the reasoning behind it. I sure can't figure out how it's a good idea, though.

yup, I agree....but make IC portable from PvE land, and don't let IC pop count against the campaign cap.

Remove IC from Cyrodiil pop, but keep a separate cap. So choosing your campaign would be for both Cyrodiil and IC, but they aren't linked anymore. Remove Cyrodiil bonuses from IC. Just make it a completely different zone. Remove the gates in. Make it a wayshrine into the base.
More campaigns are better, but shift IC into more of a PvP zone in the actual city/sewers. Remove any form of "buff server" benefits outside Cyrodiil. Just keep everything PvP related coming from Cyrodiil in Cyrodiil. Make IC more lively and make alliances control districts for the same effects in IC as they have in Cyrodiil.
