How to Make Chains Work

I see some tanks not using chains because of the ''Target too high or too low'' error . Here is how : Use a fully charged heavy attack and it will work . Magic !
There are some special locations like next area after first boss of veteran Fungal Grotto and the room filled with lightning-spitting spiders in veteran White-Gold Tower . I recommend learning these exact locations where chains won't work so you can open the combat with a heavy attack and won't have to use it mid-combat . Good luck !

✭✭✭✭✭Just take it off your bar, it's so broke and a waste of a slot.
The high low thing is annoying.
Whats also annoying is that if i cast change and someone dodges it it doesn't pull me, every other gap closer at least pulls you to the target even if it's dodged, chains doesn't do you've got to cast it 3-4 times before you'll actually be pulled, wastes so much magicka.PS4 EU DC

I thought it was pretty clear that I am using it in PvE . Also in PvP , nothing is reliable so ...1
