I managed to get 5 pieces of the set but they didn't match up well enough with other sets so I would need to sacrifice a lot to give it an honest test for an opinion. I can say that when the shield is up there is this slight humming and as for difficulty getting it, it all depends how much you run MSA and how much you want the higher level/good trait pieces.
I just haven't had a good gear setup to use the random pieces i've gotten with anything else and if I did try it I would likely have to do so with a hodge podge of random items that would likely make the set look weaker than it could be. The shield is strong so I can imagine that for hit and run kind of builds it would work nicely, but getting a good number of the pieces to work with is more rng than I would like.
Its odd, some sets like shield breaker and that explosion on death set on pts seem to hold their numbers past the battle spirit buff. Guess i'll need to check that some time, if the game shows you the shields actual numbers.
I only wear this set when showing off, purely because it looks amazing (Trinimac style, craftable in Thieve's Guild base game patch)! I could see the 4-piece bonus being legitimately strong on an Imperial, though the 5-piece isn't very good and gets annoying...
I really like the concept and the aesthetics of the set but I can't find a viable use for it in either my stam tank or stam nightblade and here's why..
As a stam tank, once you enter the fight you are heavily committed and there is pretty much no way you're going to avoid damage for 10 seconds to get that shield back so while it offers 1 x max health and 2 x max stam which is good for tanking, the 5 piece is only really useful for the first couple of hits you take in what will be a long fight.
As a stam nightblade, it is much easier to duck in and out of a fight and so it's more likely that you can reproc the shield while in battle - even though it is only 6k in pvp, if you can reproc it a a few times it adds value. The reason I don't want to use it is that the 2nd, 3rd and 4th item bonuses offer nothing in the way of sustain, and really not much in terms of increasing your damage. For a stam nightblade the highest priority is generally weapon damage and stamina regen, with max health and max stamina in a distant 3rd and 4th place.
So to sum it up I really want to use this set because it looks cool as hell and could add something interesting to stam nightblade's playstyle, but I won't because from a min/max perspective it's just not competitive.

It's a crap filler set...like so many others...out there it's a kill or be killed situation of 5-10 sec. 6k shield will go down in 2 light atks. So stop wasting your time on theory-crafting around this / end discussion.
Edit: and to add to that, not easy to get for those who don't do MSA.

It's only a 5-10 sec fight because 95% of the people that play this game are sheep trying to build whatever some expert told them the Meta is -and they are afraid to deviate from that
There are plenty of ways to play the game, give it a shot.....
Parabellum essentially lets you take one free shot. It's valuable for example when trying to hold a keep, where you can duck back then come out again. - and some situations in seige.
