Is something bugged with the Sewers with resources?

I am vet 14 and was going to grind out my last 2 levels but i go in there i literally hit 2-3 abilities and i am 100% out of magicka. And then die cause i cant do any abilities. I jumped in a delve just before that and had zero problem with resources. So i wasnt sure if anybody else is having this problem.

No, i was just in cave right before jumping in there and didnt have any issues. Maybe i was bugging out or something, May try again later or go to a different grind place to finish my last 2 levels.0
