I'm not exactly sure when this change was introduced, but it seems like you don't need to complete the Main story and Coldharbor, then Silver, then Gold to be able to enter the new faction zones! Now you can just port freely out of Guild Roster and discover previously inaccessible territories! I feel like i won a trip all over the Nirn 
Thank you so much for that - i levelled my main character through this routine about a year ago, and it was fun, but i don't think i'm going to spend as much time with alts!
Loved revisiting Stonefalls and Deshaan on my newly levelled v4 Stamplar for some skyshard hunting

Ulville Thonvella - aspiring Fire Mage, be careful around her fire sticks!
Dromedaris - lost and not found. Named after a shoe, what else can you expect from her? A proper tank in her wildest dreams
Swims-Naked - too pretty to grind, too silly to quest.
Sun Flair - Dunmer Templar that can't spell for life. To bad she's too broke to afford a name change... Well, at least she's pretty...

✭✭✭As of Thieves Guild DLC Patch the following changes occured:
Any Character VR1 or higher gains access to Silver and Gold zones.
Completing Cadwell's Silver grants the Soul-Shriven Motif.
