Edit: I just noticed that there is a 2nd "middle layer," which might, or might not, be the same stuff as the pointed-to middle layer.

This is not true! The thing is, anything marked as 'momento' will not work in Cyrodiil, and was explained in one of Gina's posts on the subject. Thus, in order to use the cake buff, you had to apply the buff BEFORE going into Cyrodiil... and to reapply it you had to leave, reapply, and return. A pain having to leave and return to apply the buff, yes... but players certainly weren't SOL.
