Just spent 90 minutes queued in group finder to get in a random dungeon as DPS. Finally get in and the tank and healer are both dps. I would post a video of it but that would be shaming.

The "healer" was a sorc with a destro staff, no restro staff at all. Not a single healing spell was cast. In fact in each of the first few fights (mobs in EH), the "healer" died first, then the "tank".

"Healer" finally left the group, a new healer came in. An actual healer. The rest of the dungeon the "Tank" never taunted a single enemy. In fact he was using dual wield (nightblade) and listed as Tank and Healer. His dps was really low as well. He was also the first one to die in every fight. Mostly one or two hits before he was dead. I ended up having to tank everything since it all aggro-ed to me.

Also neither bad player would say anything in the chat, they just ignored everything said.

Vote Kick would have been great to be able to boot the "tank" and the "healer", since the "tank" was the party leader we had no ability to do so. And after a 90 minute wait, I really didn't want to leave.

Only leader as is, this type of thing can be abused. An example being ppl kicking to invite a friend or guildie, then the person who got kicked just had their time wasted. Kind of a double edged sword really.

Whats keeping the leader from doing that now?

Why not instead just que with said guildie/friend/Waifu/lover
