Getting bad FPS drops need suggestions.

I'm not sure why I should be getting these kind of frame drops.

Computer Specs

I7-4790.
980Ti.
20gigs ram.
game installed on SSD.
no heating issues.
Using Windows 10.
Fully updated drivers.
Running game through steam.
Running @ 1080p


In theory this game should be a joke to run with my computer however I am unable to keep stable 60fps with max settings. I get drops to 20-30-40 in most parts of the game that I have been to so far. *only started really playing the game seriously a day ago*
Is this an issue with my computer or is the game suffering from bad optimization.

    Don't know how to edit post. But wanted to add

    I was running the game with no addons still had this issue. Installed a couple addons suffering the same fps drops as before no noticeable difference between addons and no addons.

    After experimenting for a while now I have found a relative good setup for my rig to keep fps stable and reduce crashing.

    1. Set view distance to 35-40 (instant 10-20 fps boost in towns).
    2. Disable high resolution shadow and GPU smoothing, see tutorial here.
    3. Disable vSYNC in the UserSettings.ini file and enable Adaptive vSYNC in the Nvidea control panel.
    4. Disable all optional settings (ambient occlusion, bloom, distortion etc) except grass.
    5. For large scale pvp: disable Normal_Maps in the UserSettings.ini file (not mandatory for pve).

    Just work your way down from the top of the list to see how much each change benefits performance.'

    Because I mainly focus on large scale pvp battles I always play with Normal_Maps disabled, this makes some details look flatter but I simply cannot play without it. With Normal_Maps enabled I crash every 10-15 minutes and fps in big fights often drops to 1-2 which usually results in dying. This is with 4,0GHz CPU, GTX970 4GB, 16GB RAM and ESO installed on SSD.

    Whelp guess that answers my question about whether or not the games unoptimized and if it was my computer or not and turns out unoptimized game is unoptimized if I have to kill the graphics that much just to get a stable framerate. All well i'll live.
