Stuck in Coldharbor

I'm level 45 near the general endgame of the, uh, game. I completed pretty much the entire left side of Coldharbor's map and I understand that several quests contribute to the general "restoration" of the main town. However I'm basically stuck there, as any other points of access are blocked. The northern most door won't open and I can't figure out how to access the north/northeast side of the map to continue my questing. The two or so quests I do have are orange, marked at level 48. One of which is mostly the "Take care of everything else".
I'm not really sure what to do next.

Head east out of town, there's a bit south east too. I did all west then all east then north

To progress Coldharbour you need to complete the quest "The Army of Meridia". This is an umbrella quest that requires you to:

Rescue King Laloriaran Dynar at The Lightless Oubliette to the west, and rescue Vanus Galerion at The Black Forge to the east.

Note, you only have to rescue the King and Galrion to open up the final part of the zone. However the more you rescue, the more you have around during the latter stages of the quest, and gives you some more choices as to who to have help you in some of the final battles for the zone.

There are two main gates out of the city, one to the East and one to the West, they actually have no gates, you just walk or ride out. One is near the bank, the other is near the Guild Kiosks/Wayshrine. The gate that is a door unlocks when you have done enough of the Army of Meridia to advance that quest.

Well, what's not at ALL obvious to new players is that to graduate from Coldharbour entirely you need to return to The Harborage and complete the Main Quest line, even after completing all sections to the east and west and then later, north.
