Because the advertisement graphic is being used as suggestive selling. Its no different than buying something in a store where the package ends up looking better than the actual product.
Now...case and point here....
ZOS has decided to only allow us to preview costumes on the active character instead of all at the time of purchase so, its very likely (not putting words or thought on the OP) that the preview looked different on one character than the other.
In my experience I did purchase this time as I felt this was more of a female design so I tested it on 4 diff characters before buying BUT it actually previews better on my alt than it looks on my main. I don't like how it looks on my main and there is NO WAY OF MANUALLY MOVING THE CAMERA AROUND during the preview.
So to the OP when you preview, you cant move your char around, get on a mount or even see all angles. Its very likely that someone will preview and say.. O K but then when they put it on and move around, as I did, I said....GEEZ I just waisted 2k in crowns.

I did. How much is a costume going to change on a mount? Why not wait till someone else buts it or someone (like has happened) posted video if the preview isn't enough for you to go on.

Just to respond and I hope I'm not irritating or upsetting you.
-In my camera view, the preview cuts off the top and corners of the screen on console.
-We can spin our character but thats it.
-I guess we could try it on in multiple locations, lighting and log in and out many different characters (seems a bit much considering the preview could just "preview" in my view prior to selecting preview)
-We cant see above, below, mounted
-we cant run and walk
-want cant use any combat
*Why not wait until someone else buys it....well because its likely that I wont come across someone elsee during the limited period as I'm a casual. i literally have not seen one other player all day yesterday with it on. Thats on my VR 16, my VR5 and my level 23 alt
For me those limitations change a lot as I rarely play my character just standing still. So to answer, A LOT changes which for me, not speaking for anyone else, is my feedback and response.

For me those limitations change a lot as I rarely play my character just standing still. So to answer, A LOT changes which for me, not speaking for anyone else, is my feedback and response.
Just zoom out with your camera then preview.
I can see the whiole thing. Top to bottom and get a 360 view.
Sorry if I'm missing something, but I'm on console too abd can preview the whole thing on my toon.
