"Advanced System Care" causing problem.
Uninstalling it doesn't help.
Wiped my disk and installed fresh windows then problem solved.

I guess it changes some settings in windows that prevents playing at 32bit. Similiar programs can cause it too.
Zenimax you should look in why this happening after you enabled your mitigation system.
