While leveling your character, it is not so important to find the best rotation, as that will change over time with balance changes and gear changes, but to get all your Class Skills to at least the Morph stage. So, slot all your skills to get them leveled at least to the morph stage, even if your not using it actively in combat. Most situations can be handled with a 2 or 3 skill rotation, so you don't need to have every skill on your bar something you actively use. Or, remember to slot the skills you are leveling before you turn in quests. This way, later on you can change your build without grinding.

  I have written variations on this many times. Leveling content is easy compared to Vet Content. So, take advantage of that and build up your characters skills rather than worrying about the best rotation or build. Here is why, the game changes all the time, what is strong this month is weaker next month, what sucks now will be good later. Having all your skills built to at least the Morph stage will prepare you for this. Also, make sure you wear all 3 types of armor while level so all lines get to 50, use the Training Trait on the armor if you can.
