It can definitely be reflected I have had a few of mine sent back at me (impale gets reflected too... which can hurt) I have also seen people dodge it using shuffle/ blur and it can also be dodge rolled (not the best idea as its a cheap skill and I will still be able to cast it a long time after you run out of stamina)
I can confirm these as of last night when I was in Pvp on my magblade1 -

Actually it can, anything that reflect projectile base skills can do so. Reflective scales does this.

Would you like me to make a video clearly showing all of these events happening and upload it? Also the huge influx of magic nightblades running around has a lot to do with syphers build and the whole lotus fan, proxy det, soul tether, vd combo and a lot of magblade are running this or a similar set up which uses concealed weapon as their spam attack. Swallow soul is the least of the problems fighting a magblade nowadays.
Either way both of us can't be right but my magblade is my main and I have played him consistently since console launch where as your asking about the counter to one of the earliest skills a nightblades unlocks almost 2 years into the game so I'm going to trust my judgement here (plus the fact new combat clearly says "dodge" & "miss" when I'm throwing swallow souls) and stand by my statement that swallow soul can be both dodged and reflected despite your experiences last night1 -
