I'm still not entirely sure what you are asking, but I'll try...
There are 2 towns on Stros M'Kai.
The main town is Port Hunding - this is where you start out on the island, and NPCs there are not hostile (although guards may attack you if you have a bounty).
Saintsport is in the south and has been taken over by pirates who are hostile and is part of the quest to help Crafty Lerissa.
AHHH - you are in Port Hunding and seeing the town map rather than the zone map!
When you open your map, on the right hand side there is a list of locations. If you do not see the list of locations, click on the icon that looks like a map pin. Then click on Stros M'Kai in the list and you should see the whole island.

Well, It seem to stop zooming when I see the town...
When you are looking at the smaller map of the town, right click once to expand to the next level.
Also, right click to zoom out one level. Useful with Coldharbor, for instance, or to see a zone while in a dungeon.
