Does a restoration heavy attack count as DOT?

Just got valkyn skoria helmet off merchant does it proc when you do heavy attacks with resto?

✭✭✭✭✭Yes, Restoration staff attack is a dot, if you turn on damage numbers it should show up as orange displaying damage over time.1
