Incremental Caps to Alliance Populations in Campaigns

I'm tired of one-sided campaigns.
Remove the terrible fees we have to assign a home campaign. And add population caps to each alliance in increments.
ie. Campaign X
AD population of 100
EP population of 50
DC population of 50
= No more AD can join without que until at least one of EP/DC make it to 75 population.
Think about it ZOS.
