Ok, so I am not quite sure how I managed to pull this off, but in the quest line for the city Velyn Harbor(in Malabal Tor) I didn't fully complete it. I only got to the point where there are soldiers looking over other soldiers who fell in the battle. The merchant stalls and crafting hub are FREE of guards and NPCs. Luckily, there is a large booth RIGHT next to the outlaws refuge AND the crafting hub that contains LOTS of armor of all different kinds. You can farm legerdemain, Blacksmithing, and Clothing XP easily, and earn materials from dismantling the armor. You can also reset the station by re-logging, which makes the deconstruction process a whole lot faster. As a last note, I want to mention that you don't farm both at the same time, you only farm for one or the other: legerdemain, or crafting mats/XP. What I would suggest is first capping out your sale limit to the Outlaw's refuge merchant for the day, then farming for crafting and such. If you have already completed the questline, then I don' believe there is a way to go back on it(please correct me if I'm wrong).
