They don't need anyone to give them that idea. The switch from subscription powered to BtP model pretty much ensured it would happen this way.
They need to show a profit after all, beyond the income they need to keep paying their server upkeep and code jockey salaries for all the coding, because if they don't, the suits in charge will pull the plugs on the servers and sell off the assets.
Best we can hope for is that they -might- be generous and allow -some- changes for mere gold instead of crowns (like, say, getting a haircut...). Or have the whole barbershop its own DLC feature, in an "pay once, use as much as you like" model, though I'd consider that less likely.

In any case...

Last official word I know of was from their last "Year Ahead", meantioning it in their "Update Plan" after discussing the Dark Brotherhood DLC:

Longer term, expect to see information about systems like a character customization shop so you can change your character's gender, appearance, name, etc.,

Meaning it likely is NOT coming with DB (although that would have been a perfect place for it, considering assassins might feel the need to change their appereance when wanted posters plaster their face all over tamriel...) but somewhen later this year...
So, "No ETA", indeed.
