    They either come as drops from specific dungeons, chest rewards from doing undaunted pledges or bought (100k gold or 200k alliance points) from a weekend vendor in Cyrodil (although what comes appears to be random).

    Not from Guild Traders as they're all "bind on pick up" rather than "bind on equip" like a lot of sets are.
