Changing home campaign bug?

So I wanted to change my home campaign for free, so after my current campaign finished I left cyrodiil and switched. It gave me the option to change for free, but I didn't want to join it now so I clicked join later..It never changed and now I am locked as it said my campaign was recently changed. I guarantee it is going to charge me now when I go to change it after the 11 hour lockout.
Why did this happen? My home never changed because I clicked join later..
