Assuming they're not deliberately trolling you, they probably saw someone say the Kena Helm wasn't this week, and interpreted that to mean "never."

I didn't buy the DLC because of one helmet. I bought it so I could experience and enjoy all of the new content. Your response is kind of selfish and honestly how does it even affect you if they buy it? Let people spend tons of AP on monster sets they want/need. Kena shoulders are available from base game (silver/gold key of any pledge can give Kena shoulders). But Kena helmet has only been available by running White Gold Tower, which is DLC. I have seen no official announcement one way or the other, but I would not be surprised if a DLC exclusive item like the Kena head remains DLC only and is never available at the Cyrodiil vendor.

People buy the DLC so they can experience the entire Imperial City+two new dungeons. Sure, the only useful item you might have gained from the DLC for your build could be a Molag Kena Helm, but you didn't buy IC for this.
Did you honestly think to yourself "I'm paying 2,500 crowns to go and grind out Kena" or "I'm paying 2,500 crown for the Imperial City PvP zone and these cool new dungeons" when you paid?
I'm the guy who ran vWGT 100+ times and recieved only two Helms. One Heavy, one Medium, both Infused. Many will never loot what they want, and ZOS has provided a way to finally skip the atrocious RNG through heavy pay. Would be fantastic if they made IC monster sets purchaseable as I'll never have Lord Warden's Helm with my horrible luck. Being selfish is your thing I guess...

I did not say I bought it only for the helm. Now listen good. I am saying that I do not want my content I PAYED for to be DEVALUED by making it available to those who DO NOT PAY for the DLC. I do not care if they sell them from a vendor as long as Kena, Warden helms and any other sets only become available to those who purchased the content or subbed. Being a hippy commy socialist is your thing I guess . . .
