That wasn't a design change per-se, but fixing a mistake. They didn't intend for stam recovery while sprinting or sneaking. Note that we also got an increase in sprint speed. I run with an Orc Stamplar who is just fine and dandy with the tradeoff.Provides a range of mobility options between builds. (My MA-wearing Orcplar has some mobility now, too, so perhaps my view is a bit biased, tbh.)
Edit: Like, srsly. MA Orcs are zippy as hell now.

Not really a sprint increase speed when you realize it changed from 30 percent to 40.
And the major expedition buff from 40 to 30.... Its the same. Just flipped.

What level are you?
What armor TYPES are you using and were you using?
Do you have invested skill points in armor skills?
CPs?
What race are you?
In general, Medium Armor passive skills help the most for Stamina regen/sustain. With CPs, sets, and some active recovery skills, you can ofc increase recovery by a good bit, but Medium Armor is the best base way to do it.
Since you are using Hist Bark, I am assuming you are a tank. Hist helps a lot for Stamina by NOT requiring you to spend it on blocking as much, but the other passive bonuses are not going to dramatically increase regen, especially in Heavy Armor. It sounds like you are running Heavy, but correct me if I am wrong.
Also note that +Stamina enchantments only increase regen in that they provide a larger pool from which the % of regen is derived. +Recovery stuff is always a more dramatic increase.
Another consideration: Do you perma-block? If so, it wouldn't matter if you had 5000 Stamina Recovery since you don't recover while blocking. There is a chance that you are blocking more now that you roll with Hist Bark due to the dodge benefit, and are thus seeing less regen merely because you are not letting Stamina recover between blocks.

The only hard part is running no gap closer. I'm using a new bow primary build with 2h as my buff bar and it's hard to get used to the new no stamina while sprinting.
I am chugging stamina potions a little more often though...

No it is literally a 10% sprint speed increase. Like, set in stone. ??
The Major Expedition nerf is not equivalent or a good gauge by which to judge the relation since you have to slot a skill to gain ME. Different dynamics. Sprint speed gain helps Stamina builds across the board, and imo is a good decision in light of equalizing CPs between Magicka and Stam. We have better base mobility now. All of us. Without having to slot a thing... And if we DO slot a ME skill, we are still the fastest kids on the block sans-Sorcs.
