Depends what your interests are. Imperial City for PvP, Orsinium for PvE and Thieves Guild for stealth and thieving.

People generally seem happier, i.e. moan less, with Orsinium.

They kind of work in tandem with each other. They just had a kick butt crowns sale too. You could have gotten nearly all three(Atleast two) for like 5500 crowns which was like $24. Is that sale still going? Take it if you can.

Honestly, don't get IC. Go for TG instead. Newer sets (better than IC sets too imo)and it's pretty much pointless to go down there (IC) now with this new update.
Wrothgar(Orsinium DLC) is a pretty zone imo, and it's better for farming than in Hews Bane imo.
These zones will scale your character level too.( Play with friends at any level)
Both DLCs have an abundance of new quests too.

as PvE player i actaully like IC the best....
thieves guild = tiny as f.
orsinium has eveli..... nouf said xP
IC is actually more challenging going alone in the sewers and fighting some bosses (not the flag bosses the normal ones (flag bosses are to hard solo

)) and you have some gankers which can be annoying can be fun. TB everyone is gathering up the sewers now to farm the alliance motifs so i can't really be there in peace :P.

Imperial City: Best EXP grind spot in tamriel - good money maker also+4 costumes
Orsinium: Amazing scenary with very nice quests, many rewarding daily quests& a nice environment& solo trial for best ingame weapons, +2-4costumes?
Thieves Guild: thieving favourite DLC. orgasmic if u like stealing

Still a good deal if you're going to spend the time to enjoy it.

The other posters have good points too with IC. Didn't even think about the xp in there that you can get.

Take a look at all three and decide the pros and cons of each and decide which works best for you. What level are you out of curiosity?

i have a vr11, vr4, and a level 20. i always lost patience when it came to grinding to vr16. (it was for vr14 at the time when i played on my vr11).

i'm guessing IC would be best for me. i need a fast way to level up. i also like pvp. furthermore, and this wasn't really mentioned by anyone else yet, but i'm dying for the nostalgia of being able to explore and walk the imperial city again. in oblivion it was magnificent. also, judging by the names i saw in the costume list, the imperial city costumes appeal more to me. my only worry is getting butt-plunged by people in pvp when i'm trying to explore or do other things, since i'm not the best pvper yet. lol

Thematically and overall presentation: Orsinium. Nice work.

"What can I get that makes me moar awesome:" Imperial City. Changed the meta a lot and marked a turning point (imo) from what old ESO was and new ESO will be.

TG is charming but feels like a thrown bone.

I would say Wrothgar overall this is the best DLC to date definitely worth it I would recommend it to anyone.
If PVP is more your thing or a fan of Oblivion get Imperial City two tough dungeons and cool PVP gear.
If you plan on playing a Magicka Nightblade get Thieves Guilds if not don't bother buying it as its annoying doing the heists as any other class just a bad experience can't believe Zenimax gave Nightblades an entire DLC that panders to them.

Imperial city was the best for me but thieves guild has been really good too the storyline is interesting.

Orsinium is good the city and land is good but i have no connection to orcs and didnt play the quests as my characters role plays were not compatible and made no sense.

Agreed here. However, OP, if this doesn't bother you, by all means. Don't let myself or the guy I quoted stop you. It's just our opinions.

For

PVE - Orsinium - 6 world bosses, multiple delves, 2 public dungeons, substantial questing, dailies. (Couple of weeks worth content).

PVP/Some PVE - Imperial City - Multiple bosses, Telvar Stones, 2 group dungeons, continuation of main story, dailies, PVP. (Few weeks content).

PVE - Thieves Guild - 2 World bosses, 2 Delves, story quests, dailies. (Weekish worth content)

Your best bet would be to sub for 1 month, try all 3 buy the one you want. Remember you get 1500 crowns for subbing to put towards your choice of dlc. Try before you buy!!

Personally I'd have to say Orsinium, I like questing the most and I really enjoyed the storyline and running into a lot of old NPCs again.

Thieves Guild is pretty neat as well and granted I haven't finished it so can't give a full opinion on it yet, but it hasn't engaged me as much as Orsinium did so far (though I feel a lot of that has to do with none of my characters being thieves, so it's a bit harder for me to justify what I'm doing in this questline).

I only find Imperial City to be fun if my guild gets together for a sewers run, and I do like the White-Gold Tower dungeon (C'mon Kena helm!), otherwise I tend to avoid it.
