I was today 3 hour in queue for Cyrodil and nothing. I simply cant understand why cant they take my suggestions. For Cyrodil, let players hire NPCs, player can put them in the safe zone, others can join via them. For PVE, Request System, player can put Requests, it blinks on everybodys UI, those who help get reward, works for low level to endgame flawlessly. My ideas are the best as always.

Alliance que has never worked man. It was there way way before the thieves guild.

Sorry man, but population is NOT booming on PS4. There is a small 1-2 week period of slightly higher population when a DLC releases. It is because old players are trying out the DLC and seeing if the lag is fixed in Cyrodiil along with certain annoying bugs.
They have returned to a (console) ESO that has newfound FPS drops, even more lag, and new ways to promote unfair gameplay in Cyrodiil which they won't know how to deal with and get angry at. (Ex. Viscious+Alchemist--> Proxy+Soul Tether+Sap Essence)
I have noticed a handful of long-time players leave with this patch, my own friends who have played every day since it released on PS4. Sure, there are some great improvements with this patch but most players have either permanently left or have gone until performance/game-breaking bugs are fixed. Hence, the emptiness of campaigns even after a DLC release/removal of most servers.
Sorry to be the bearer of bad news. I really hate to say these things about ESO, but you have to purposely avoid the truth to not see this. Since it is an MMO this game will maintain many of its long time players due to their time investment but $$$ would roll in at 10x the pace if performance/reputation was mended and non-invested players rejoined.
EDIT: Correction! There's a surge of players in PvP tonight! Two servers only had one bar so far but tonight most are full though there aren't many servers even left. I hope that it isn't a part of the typical DLC player increase but we will see.
