Question about the bounty system...

Why is it that I still retain a bounty for stealing even when all witnesses to the crime are dead? I don't understand this at all. If there are no witnesses to the theft who is to tell the guards that I stole? And if those witnesses are found dead how would the guards know who killed them? This is currently my only issue with the justice system. I can break into a house unseen and rack up a bounty for killing everyone inside until there is no one left to see me. Once they're dead my bounty should disappear. Only if there is a witness to my crime (such as a guard or unattackable npc) inside that building should my bounty remain.

Anyone else thoroughly annoyed by this? I'm pretty sure Skyrim's justice system accounted for witnesses to crime so why doesn't eso?

    Don't mind so much about not being able to kill witnesses (as this is multiplayer game, killable NPCs respawn constantly). I only wish the guards were not invincible. The crime system could be so much fun if the guards were extremely difficult, but not impossible to kill, even if they provided no XP.

    Currently, if you have a bounty, it's incredibly frustrating to complete quests where the quest giver is in an interior location. Guards cannot be defeated, and half the time they are standing right next to the quest giver, so the best you can do is try to quickly activate the quest dialogue and hope you can click through it before the guard kills you.

    Maybe it's for game balance purposes to keep players from going on a murderous rampage and depriving other players of pickpocket targets, maybe it's due to technical issues that would have made it significantly harder for the servers to keep track of whether all witnesses are killed, but probably it's because Ayleids.

    I definitely agree about the guards. They not only spam constant roots but also use the draconic chain ability (i play a nb my apologies if I e forgotten the name of this ability) to constantly keep you in a position to be completely hammered by heavy guard attacks. Not to mention that if you're in a building and get caught you're completely screwed with no chance of being able to flee. The guards need to be nerfed some how even if it's just removing their ability to root you.

    I'm with you.And the guards shouldnt use magic at all.
