impen or reinforced on shield when playing with CP?

Hi all,
I am not sure which provides more overall mitigation. I guess, on the CP campaign, most people use crit and so the impen is better, however, the reinforced on shield with the CP is nice!
any help appreciated.

So, reinforced on the shield seems to add about 400 points of armour which is equivalent to 0.5% mitigation.
I assume that impen will mitigate more than that on a crit (prob closer to 3%) and so impen is better unless the person cannot crit, it which case, 0.5% is tiny anyway.0
