Is Spell Pen worth investing CP into finally?

They've revamped the Spell Pen system apparently.

So I'm assuming this is worth putting some cp in yes?

100 spell pen ignores 100 spell resist correct?

Just curious what you guys have seen so far and how effective this is now?
