Can't turn off battle leveling

I'm VR14, when I join cyrodiil and get "scaled" to 15, I take a nerf more than anything to my damage and stamina. I can't find under gameplay to turn off battle leveling

this is very obscurely explained (it is not)

But you basically get buffed by the battle leveling.

And then you get nerfed hard by Battle Spirit (which does stuff like lower stats, damage and 50% nerf to all healing and prbly more, in PvP)

How did I have 31k stamina at vet 8, now down to 26k? Better gear, enchants and such.
