So I'm downloading the update for PS4 right now. The Thieves Guild update. On the forums here it says the update is roughly 11 gb, but the update I'm downloading right now is 28 GB. What else is this downloading right now?

WHY IS THE PLAYSTATION 4 PATCH SO LARGE?
When downloading a PlayStation 4 patch, the console may initially indicate that the patch is very large (16GBs or more). However, because the console makes a comparison between the installed client and any available patches, it will only need to download the data that is missing. In most cases, this will only be the new patch.
If you have not downloaded any of the previous patches, or who have a fresh installation of the game, you will need to download all previous game updates.0
