Random ping jumps... tried pretty much everything

Ok. My ISP is Time Warner Cable, and they have done everything they can on their end -- even sending a technician out here to check on the lines. And they see no problems. Yet I...I see problems. I see my ping jump to 300-600, and sometimes to 999+. I have ran Speedtest.net and picked up really slow speed. Yet when it doesn't happen, it's like it never did. Which is why my ISP can't do anything else to fix it.

I have tried replacing the Ethernet cable that goes from my modem to the back of my computer, and that didn't fix it. I have tried removing all of my addons, and that didn't fix it. I have tried doing a Repair of the game... you get the idea.
I am stressed out. I don't know what is causing it. No one else is having this issue. Please, for the love of god... help me.
This is a Cable Modem with a router built into it. I started seeing the issue about 3-4 days ago. Before, it was the occasional lag spike but nothing game-breaking. Now, I get disconnected randomly (and combat lags a lot). This is internet lag, not FPS lag.

And please don't say "LOL Time Warner SUX!!". I've never had this issue before, and I usually get good service with them. I've been playing for months without issues. Please only respond if your intention is to help, not troll.

.. Look. I don't even know if this is even related to ESO or not. All I do know is, when the spikes hit, I can see the speed reduction (I get like 30MB down/5MB up right now). Everything else that's outside of ESO seems to work just fine. It just makes me mad that it's not happening server-wide. And this is from normal questing (and even running around in a zone) is when I see it. And it feels like server lag when it happens (the world being frozen but I can still move freely).

    This is exactly what's happening to me and its doing my head in!!!

    i7 4.0Ghz
    16gig Ram
    Nvidia 550ti
    Windows 8.1 Pro
    EU

    I use wireless but dl speed is normally 40-80Mbps and upload is 6Mbps

    With the settings I use I'm at 99fps and I run with a ping of 50-70 and 100-150 in zerg fights

    Now the game in my view runs perfect, and has done up until TG patch, but now I'm getting random lag spikes for like 5 days a week since the patch. The game will run like normal with the above specs and I can run around grinding mobs or have small scale fights in PvP but I will just randomly every 3-5 mins get a ping of 5-7k everyone will be frozen apart from me who can run around (but cant weapon swap) this will last about 5-6 seconds and it either boots me to log in screen with no error message or everything catches up with me normally laying on the floor dead.

    This is also all on the 32bit client if I use the 64bit I get all the pink objects over the place.

    I just don't know what to do, game has run fine since Beta and it does some times run with no problems but most days the lag spikes are there and its just un playable.

    Other games run fine just ESO gives me lag spikes

    You're assuming your high ping has something to do with your hardware or ISP or really anything *other* than the real issue, which is 100% on ZOS's servers and 0% on your end.
