In the collections tab, make the item Active. I think you have to do something else to actually make it do something, I forget. I did it once, but that was a while ago.

You can quickslot them. When you go to the quickslot tab from your inventory you'll see there's now an option for "Collectible". This will have all of the slottable collectibles regardless of who collected them. This includes pets, costumes, and trophies like the Blackfeather Court Whistle, etc. Slot the one that you want, and use it freely.

I passed on a couple of said collectibles before deleting an alt long ago and now I can no longer use them on the character who had them in their possession as they're no longer inventory items.

Ah yeah that would be true, as the Mementos only take into account what quests have been completed, not whether you had the item before in your inventory or not. An unfortunate oversight.

Ah, it would have been a good idea to include that info in the original post. Pretty sure if the character who got the memento no longer exists, then there's no way for you to get that memento without having another character earn it.

Well here is the problem tho....before the change the alts could grab them from the bank and use them. I actually placed them all in my bank on my main to ensure my main has one of each....turns out I'm having the same experiences. Prob shouldn't tested this on PTS but my PC account is so far behind my console account.

I still don't understand why these aren't account bound and account accessible....its not like anything makes a character better or more effective.

Um, they are account bound and accessible. Earn one on any character on your account, and all of them can quickslot it if you want. It's just that your collection only updates to include them at the time you earn them, or the first time after the TG update that you log into a character that has earned them.

Also, some of them (Fetish of Anger and Blackfeather Court Whistle come to mind) do make your character more effective.

Or are you asking how those 2 that I mentioned make you more effective? If so it's because the Fetish of Anger gives your next hit an additional 5% extra flame damage, and the Blackfeather Court Whistle gives you a decreased stealth radius. Actually, I'm not sure the whistle works anymore.
