Stealthily hiding in a corner? Sure, that's quite doable forever.
Stealthily moving in a crouch through the grass? That does get to be a strain on the leg muscles after a while... go on, try it, you will see. Not, naturally a professional will be able to do this a LOT longer then the usual unfit couch potatoes who play a game like this... (yes, I am talking about myself here), but no mortal will be able to keep it up forever. Thus the professionals will sneak from cover to cover, and wait a bit to rest, aka for their stamina ro regain. Just like my sneaky charqacters do when I sneak from one end of cyrodil to the other, like when I was hunting for sights or those last elusive skyshards...

And yeah, I too sometimes wish I could sneak without stamina cost so I had all my stamina available for combat. But I accept that there needs to be some balances, so... I go with all the boni from armor, skills, c-points, and whatnot, and manage quite nicely.
Now, if we were to start talking about swimming... that one I really do not understand, as in, why it does -not- cost stamine. Or jumping for that matter. But I guess that'd be a diffderent discussion...
