Are you sure that you don't already have a siphoning ability slotted? You only get the 8% max magicka for having at least one siphoning ability, not 8% per ability.
I didn't notice a change in the way this was working since I was online last night. If that's not the issue, then we're probably going to need more information to help or to determine the underlying issue.0 -
