I am able to kill NPCs with my bow - with bombard skill, but not with 2H, bug? intended?

When stealing stuff from the NPCs I realized one thing, when they get angry about me robbing them, they sometimes start to attack me, I am not able to hit back and kill them usually, but I realized, that with a bow, with bombard skill I am able to kil them.
Is that a bug? or intended? I wonder if this works on guards!
