Bug Or Intended Thieves Guild Pickpocketing Daily

If you go into the Thieves Refuge for any reason while this quest is active, but have only finished one or two stages, the quest goes into Complete Status and can only be turned in. I don't think it resets for any other Outlaw Refuge, just Hew's Bane.

Note this is the quest where they have you pick pocket citizens in up to 3 cities. If you do one of them, then the next city is announced in the quest tracker. It is when you go into the Refuge that it gets completed, even without talking to the quest giver. All you can do at that point is turn in a partially completed quest.

    I agree that it kinda sucks if you are maybe forced to go to a refuge to clear your bounty, but you actually wanted to complete all 3 zones. On the other hand it looks like the quest was designed like this.

    The quest log clearly states that you have a choice to - either return to Thieves Den for reward bla bla, or continue on to the next zone. I mean, it doesn't really look like a bug to me, possibly just a bit annoying ^^

    It's not a bug. There's something ZOS didn't think through. But to make you feel a little better: it's not partially completed. It's fully completed, you get the highest reward and maximum XP.

    The rewards for the quests are laundered goods (pretty much exactly what you need to turn in). So once you have completed the quest 2 or 3 times, you will have exactly the items in your inventory that will be needed for a future quest (all 3 stacks). Now, once you complete that one again, you will have even more laundered goods. And since you always get more goods as a reward than you need to turn in, you will never have to pick pockets again. If you wanna do the stealing part of the quest, just sell all the laundered goods in your inventory.

    I did not get a reward container last night when I was forced to turn in the quest after doing one city. So, the Exp might be the same as top tier, but the reward is certainly not.

    I know it says return to the Outlaw Refuge, but it really should be Talk to the Quest Giver to finish this quest.
