where to get blue powerful assault?

Hi, I'm looking to get powerful assault imperial city set. I can buy rank 16 purple with impenetrable trait for telvar stones or I can use the telvar lock box for purple random trait pieces at rank 16. What had me puzzled though is I have seen on guild traders some blue rank 16 pieces of the set with random traits. Any one know how I can get these and if its cheaper than the 4K telvar stones for the random purple lockboxes?

Steel_Brightblade✭✭✭✭I tried buying one from the blue box vendor with a rank 16 character in case it was bugged or the npc text was wrong but it still came out at rank 15. So no one knows where to get/how much blue powerful assault at rank 16 is?
Guess I'll message some of the people on guild merchants selling them later and hope one will tell me where they got them.0 -
