This is happening to me too, and I can't contact customer support because that requires a log in with the access code they aren't sending.

Molly, this always happens whenever the account servers online are put down for maintenance, hence people can never re-gain access at this time. Is there anyway to resolve this by separating the access code system?

As far as I have known and experienced several times over, yes. Even if you think you've been locked from you account or something at this time (if it had been hacked for example), you can't request a password reset because the systems are offline to send the reset, yet the other individual might be on your account. It's something so simple that should've been fixed before launch but as with many things in this game, I'll leave myself on that note.

At this time, you will need to put a ticket in with our support team to have an agent work with you directly. If you can submit an email to https://help.elderscrollsonline.com/app/ask (if you can't log into the help portal either, you can use the 'can't log in' option and select the option for a compromised account) an agent will be able to help take you through the next set of steps to regain access to your account and start receiving email again!
