You realize they removed 600 deer from Cyrodil to remove the server from having to calculate thier movements in an attempt to reduce lag?
I'm guessing the recent change to horse head movements was done for the same reason.
Adding cloaks would be yet another thing for the server to calculate and it would need to be different for standing still, walking, running and riding a horse.

I can undestand the deer would have to be calculated by the server... but horse head and cloak movements have no reason to be calculated server side.
